When is a building permit NOT required in Saint Paul?

Non-structural repairs under $500 in combined labor and materials don't require a permit. Decks not attached to the house and under 30 inches high are exempt — though decks over 24 inches must still meet zoning setbacks. Sheds under 120 sq ft are exempt. Important exception: in Saint Paul Heritage Preservation districts, ALL exterior work requires a permit regardless of cost or size — including minor repairs.
