Common questions about Ramsey County building permits, Saint Paul's PAULIE system, historic district rules, and what requires a permit.
When is a building permit NOT required in Saint Paul?
Non-structural repairs under $500 in combined labor and materials don't require a permit. Decks not attached to the house and under 30 inches high are exempt — though decks over 24 inches must still meet zoning setbacks. Sheds under 120 sq ft are exempt. Important exception: in Saint Paul Heritage Preservation districts, ALL exterior work requires a permit regardless of cost or size — including minor repairs.
How long does it take to get a building permit in Ramsey County?
Simple permits like roofing are often approved within a few days online. Projects requiring full plan review — additions, structural remodels — typically take 2–3 weeks. Spring and summer are the busiest seasons. If you're planning a warm-weather project, submit your application early.
Does my contractor need to be licensed in Ramsey County?
Yes. All contractors doing permitted work must hold a valid Minnesota state license. Saint Paul also requires a city contractor license for certain trades on top of the state license. Verify any contractor's license through the DOLI contractor lookup before hiring. If they won't pull a permit, walk away.
What happens if I do work without a permit in Ramsey County?
Cities can require walls to be opened or work demolished for inspection at your cost. Fines apply for work started before a permit is issued — typically equal to the permit fee as a penalty. Unpermitted work must be disclosed when selling and can delay or kill a sale. In Saint Paul historic districts, penalties are especially strict.
